The ministers of foreign affairs of two Central European neighbouring countries meet at an informal hunting trip in a border region. After a shot fired accidentally by Minister Berger (Jan Kačer), a young beater dies. Since Berger is a hot candidate for the post of the Union‘s Strategic Commissioner For Water, the media immediately start to take interest in the case. Lack of water in the Union’s urban areas is a big international topic, the final decision on the appointment of the commissioner is near, and his opponent wants to privatise water resources in the Union. The secret service instructs agent Steiner (Szabolcs Hajdu) to try to cover up the scandal. He has no idea who had fired the shot, his job is to prevent media reports. While visiting the scene of the accident, he encounters a journalist (Lucia Kašová) who is trying to get information. The killed boy’s family is preparing for the funeral, his parents (Attila Mokos, Éva Bandor) and his sister Éva (Mária Zaujecová) are desperate and feel helpless, as they do not know who killed their loved one. Steiner finds out the truth about the shooter. He asks his superior to pay him for resolving the situation, because he knows he is terminally ill and wants to take care of his family. He is ordered to find and bribe someone to take the blame for the murder. Struggling with the moral dilemma between the urge to confess to the crime and the possible political fallout, the Minister flees to his cottage in the woods. This complicates the political situation and attracts even more media attention. Steiner is aware of the consequences of a possible ministerial resignation, thus he decides to take a more active control over the situation.
